That's on your '19? The holes on my '19 had corrosion in short time, as if something had removed the paint before or during delivery.

The frame is angled behind the piece, so it would not be a good point to set your lift pads there.
Shops lift these trucks with two-post lifts all the time with that piece in place with no issue.
Yeah it’s an old lift with the fairly long flat bracket type pads and they are not as handy as the round pads are. That piece gets in the way of the longer pads.

Can’t you put a piece of 2x4 on the lift pad? A picture would sure help.
Given where it is located, how it is shaped, what it is bridged between, and the class of fasteners it is retained by... that bracket would remain untouched on my frame.

If that's a structural piece of the frame, we are in trouble. Look how it bolted to the frame, captures.
If it is structural? How come the passenger side does not have that piece on there? The frame looks the same on both sides.
The gas tank protection seems like a stretch to me, because there is a lot of exposed gas tank there and the long beds don’t have em.
It's for the impact of a car running into the side of the truck, not someone standing back and trying to place a shot in what's left of the exposed tank. Passenger side does not have them as the tank is mounted on the diver side and you have an exhaust pipe and a drive shaft in the way on the passenger side.

As the sheet coil stock moves through multiple stations in the die, the holes locate in each subsequent stamping operation. But more importantly, the datums are used to certify inspect the part against the released engineering drawing upon completion of stamping. The surface that the bracket touches the frame would be the primary or A-datum, the round shaped hole is a 4-way locator or B-datum and the slot shaped hole is the 2-way locator or C datum.
