Could be, it’s not pitted anywhere or have any texture that sandblasting tends to leave. I got it this way so it’s a mystery on all fronts. Seeing as you have that tag with the numbers already stamped, if you take a sample like Wayne post maybe a place that does silk screening could fill in the background..
If you look above the 13187# and the 5000 in looks like paint coming up (bubbling). And around where the screws where you can see black there and in knicks in various places I see what appears to be black also. Mine looked like yours when I bought my truck and now it looks like the one on the red glove door.
It just occurred to me, remembering something I should have readily known but getting old sucks, drop the plate in a pan of boiling water. If it's paint, it may soften and come off.
