Is it a Canadian truck (F155?) or US production? I'm sure there's a lot of "Twin Cities", but the only famous one I know is Minneapolis-St. Paul, MN. Is there a Twin City in Canada?

Back in the day if you wore out an engine you could go to the dealer and exchange it for a rebuild to swap into your truck. That's where those tags came from.

It depends if we're all talking about the same 3 ton. In my Canadian parts catalog it identifies a 3 ton truck as a F155 from 48-50 or a F6, like US production, from 1951. If this is what the OP has, I believe it would be the standard 239. Things were rated differently up north.
