Did Ford use a specific "fleet" orange on these dentside trucks? Working on my highboy crewcab and the Marti report states "Special paint, Ford # unknown". Patching some extra holes drilled in the dash and would like to blend in to the current orange color.
I doubt it.
It’s not impossible, of course, but “fleet” meant many things too many different fleets/companies/organizations/government entities.
There was no one fleet that Ford dealt with, so probably not just one fleet colored orange.
Then again, while there may have been different versions, maybe there was also one “Ford” orange.

When there was a fleet special order paint color, Ford used the mixing code supplied by the buyer.
The DSO number on the warranty tag, instead of just two digits, has six. If it was needed for some reason, the dealer would supply the special order number to Ford and they could look it up.
Where the paint code would normally be was left blank.
If you’re trying to match an existing exterior paint, shouldn’t you have it scanned and match the existing color, including for fading, and any other changes from the years of use?
Or if you’re trying to match the original, then, perhaps an interior kick panel, or under dash, or even under the hood color scan would be better.
Maybe you’ll get lucky and it’ll turn out to be something common like a regional fire service Orange, or around here in the old days, PG&E Orange.

I wonder too, if an order came through the fleet group (or however larger entities ordered vehicles), but their choice of "fleet color" was simply one of Ford's normal oranges, if the color code area would still be blank?
Maybe some organizations simply used Ford colors, but since they were fleet orders, the colors were coded and noted as "custom" anyway.

And at least five different "Omaha" (said in his best CW McCall voice) Orange.
But the cool thing is that they actually have color codes for them! I seem to remember some paperwork, maybe Marti Reports, that had color codes attached.

If you can find the original build sheet tucked away in the truck it should denote supplier and code. Have found it 2 times working in body shop, it was hand written in pencil at the bottom of the build sheet. Both times it was Sherwin Williams and a paint code. Also found both in seat springs.
