.004 to .005 is new injectors according to the guy on ebay that sells shim kits. KIT COMES WITH:
1. Packets of TEN+ .004" and TEN+ .002" (one required per injector) special stainless-steel washers. TO BE INSTALLED UNDER THE ARMATURE PLATE TO INCREASE THE CLEARANCE BACK TO over .004" to .005" (like new injectors) I am a 77-year-old mechanic that has worked on a fleet of 7.3 Power Strokes for the last 23+ years. ( Kit provider)

Does oil viscosity play a role here? 10-30 vs 15-40?
Yes. I changed from 15-40 to 5-40 and it helped with the cold starts. So.Cal cold, not Alaska cold. From memory it lowered the 'no start/hard start' temperature threshold by about 10 degrees. Some time later I shimmed my injectors to .004 and cured the problem. Most of them were at or near 0 clearance, some were a tight 0. #8 injector looked newer than the rest, it was the only one with measurable clearance. This was at around 430k miles, now at 446k.
