now that you guys have stirred up my brain cells,
i think it came with the Prodigy P3 brake controller, and I didn't need it, because I had special ordered the Adapter to fit the Excursion.
that made it Plug 'n Play.
I will now label it, and put it in my Parts drawers.

Brake controller was my guess as well, so I performed an image search for Prodigy P3 and this was on of the results.
You be the judge... If you bought the plug and play adapter, this is likely the pigtail that came with the P3 in the event someone decided to splice the controller into the wiring.
