E4OD cold shifting issue

Sorry if there is a thread with a potential solution for my problem. I could not find it. Anyway, I have a 92 f250 with an E4OD I recently overhauled.
I put a deluxe rebuild kit along with a remanufactured torque converter and solenoid pack in it. Everything works perfect except,
it likes to hang on to first gear unless I maintain a high RPM for a few seconds then it shifts hard into second, third, and then fourth really fast.
After coming to a couple complete stops, it shifts normally. I can also manually shift to second then OD.
After doing many hours of research, I suspect that the transmission oil temperature sensor was not replaced in the pack.
Tested the TOT sensor resistance and it comes in at 34.9 k ohms, which I think is within specs. Multi-meter set to 200k. Displayed 34.9.
Could that sensor still be defective or is it possible one of the solenoids is defective, or is it something else?
Any help would be appreciated. Thank you in advance for reading my long winded post.

First thing to do is to check for codes, both Key-on/engine-off and Key-on-Engine-running. Here is the procedure for checking KOEO; KOER is very similar. https://www.ford-trucks.com/forums/1...aper-clip.html
If you dont find any codes, check the resistance on your Engine coolant temp sensor (the one with 2 wires) and your Air Intake Temp sensor. You should get similar numbers to your TOT.

34.9k Ohms would be correct if the ambient temperature was around 70*F

Thank you for responding. I have tried to retrieve the codes and not much luck. Keep getting 77, operator error. I will try again before going any further down the rabbit hole.
I did not disturb anything else during the transmission rebuild, except removing the air pump system. If those two sensors come in at specs, is it possible the TOT is defective?

Thank you for your reply rla2005. That is very helpful. The ambient temp was a little higher than that, mid 80's and I'm using a manual ranging ohm meter.

Start with the Key On Engine Off (KOEO) tests and Stored Code display as Ford suggests. Resolve any codes flagged in those tests before running the KOER tests.

If the TOT sensor changes values with varying temperatures, then no...you are going down a bunny hole.

Ok folks. Thanks for your patients. Finally mastered retrieving the codes on this OBD1 system. All is good. No codes thrown in KOEO or KOER. Actually, 11 across the board.
Resistance at the ECT was 23.8k ohms. At the IAT it was 23.9k ohms. All measurements were with engine cold at 70` ambient temperature.
The "Spock" in me believes that these tests are not necessary as these circuits were not disturbed during transmission removal and replacement but there it is.
Next step would be to test the resistance at the solenoid pack while warming up the truck.
Since it is right next to the exhaust, does anyone have a tip on how to take these measurements without getting burnt?
