Is this for towing or something else?

I usually hang out in the old trucks area as I get my 64 f250 ready for more miles.
I can't figure out what was on my truck before I got it. It was in Idaho before the owner passed. His daughter brought it to Florida and couldn't keep it (HOA). When it was out west, something was cut off the back. They just torched it off where it slid into these two pipes. The pipes are welded to the sides of the frame and are fairly long. Each is like a clamp, cut longways with Allen bolts along the cut to tighten the pipe around whatever was slid into them. Any ideas ?

IMHO/SWAG, probably a homemade bumper/trailer hitch.... very HD...likely used on a farm or non-highway type usage.!

I think things like that are usually for sliding bumpers for use with truck bed campers. That way when the camper is loaded and hanging out the back, you slide the bumper out to align with the rear of the camper.

X3 for the adjustable bumper stand off. I remember till I left home, back in the 70s, pickups shipped without rear bumpers, so the dealers typically installed them from local manufacturer with their company name on the face.
