Sounds like you have a mismatch of bag and pump. For the foot bellows pump there is one line to a Tee at the top to the bag that controls flow to the washer nozzles.
It sounds like the reservoir that you have is the type used with the electric pump like the one below. That won't work with the bellows foot pump.
