for all top, figure around $11,000 for asphalt alone at east coast USA prices of 85 to 90 dollars American per ton for top coat. base coat is less around $75 per ton. i would recommend 3 inches of base, and 2 or 3 inches top.
that is what we do here for parking lots. roads are thicker, 6 inches base and 3 of top. driveways that only see cars get 3 inches top. if heavy pickups are parked on or use the driveway we go 3 base and 3 top.
and remember, the prep work is the most important part. if it is not compacted properly, the asphalt will fall apart very quick.
I think OP needs someone to put it down, at least that's the way I read it.
But cost breakdowns and the cost of materials is always good to have when negotiating a job. Those per foot numbers are a looong way apart on this size job so the more info the better for the OP.

Then almost double that price for a decent contractor to put it down, according to distance hauled, which depends if a base is used or not. If this is a driveway used a lot, and you plan to stay ther 20 years or more, put a base down.
I had my driveway done 3 years ago, 140,000 Sq. Ft. $20,000. I already had a good gravel base. Probably makes a big difference where you are located as well.

I can do the runway bed prep, but don't have paving equipment or asphalt plant.
