F709 = F700 gas, 27,500 lbs GVWR. (This code is indicated for '78 and up. Since your truck was a late production vehicle, maybe they started using that designation late in the '77 production)

What kind of brakes?
You have Dayton type wheels, so even with hydraulic brakes, it is said you can get brake drums and have them cut for your shoe width.
Also with that style wheel you can get tubeless 22.5" rims that slide right on.....
The added "15299-3D" on the VIN was added by Howe and probably pertains to their equipment. Nothing to do with the original VIN.
