Hoping this is the correct place to ask this question, have a 1977 F700 pumper from a local VFD that needs some attention. Finally found someone willing/able to work on it and looking to help them with some research. Any help is much appreciated.

176 = 176 inch wheelbase

J = Rangoon Red
6 = Not shown for '77, but was blue, bright red, dark brown in prior years, and dark cordovan in '78/'79. I don't see anything but red in your pictures.

F709 = F700 gas, 27,500 lbs GVWR. (This code is indicated for '78 and up. Since your truck was a late production vehicle, maybe they started using that designation late in the '77 production)

M = Clark model 285V five speed direct transmission

GH = Eaton model 17221 two speed rear axle, 18,500 lbs capacity, 6.50 / 8.87 ratios
N = Ford 9,000 lb capacity front axle with power steering

27500 = 27,500 lbs GVWR

22 = Charlotte District Sales Office

Depending on usage, you might be able to license it at 26,000 and avoid the CDL issue.

What kind of brakes?

You have Dayton type wheels, so even with hydraulic brakes, it is said you can get brake drums and have them cut for your shoe width.

Also with that style wheel you can get tubeless 22.5" rims that slide right on.....

The added "15299-3D" on the VIN was added by Howe and probably pertains to their equipment. Nothing to do with the original VIN.
