Low beam headlights issue

Got an issue with my low beams, they did not work the other night and I had to drive home holding my highbeam switch back the entire time to see where I was going. When I got home I researched the issue and came across the Wheel tilt posts and sure enough that was it, as soon as I tilt the steering wheel DOWN the lights work. I can't see anything wrong with the wiring and the Multifunction was replaced about a year ago for the same issue, lost low beams. I took a picture of the harness this time as I am seeing a bit of black on the lower 3 pins and wanted to see if someone could point me in the right direction to go from here, I have not checked my relays yet, that was going to be my next step but wanted to check first. The goop is electrical grease, I put that in when I installed the new switch last time.

I appreciate it!

That looks like dielectric grease of some kind, which would be normal to find in an electrical connector. You might check the tech section up in the stickies for a pin map of that connector or possibly a write up on the fix.
