KOEO test will not run
Why the codes readers will not read on this truck is because of the error message "cylinder id not received".
I have no idea why they can not get the cylinder id on this truck.
The transmission connectors are left unplugged while testing as two of the PCM computers are for the 5.0L engine with the 4R70W but the truck has a E4OD.
This is with three PCM computers and two different code reads and one scanner.
The code readers does nothing but the scanner gives the message "cylinder id not received".
I see nothing on the internet about this "cylinder id not received" message.
Any ideas.
The code reader I was using is the Equus 3145 Ford Digital Code Reader and it only works with the low speed data.
The scanner I have will work with both high and low speed data.
The high speed data will give a KOEO 111 when it works but does gives codes 411, 512 and 172.
From all of that I would say that pin #19 is wired right.
Also I get no SS2 errors now on the high speed data..

As stated above the engine does start and run but the timing will not move off the 10deg BTC mark or more than 2degs even when reved by TB with a timing light.
The PCM (ECM) can not control the engine RPMs.
I have two Innova 3145 Ford Code Readers and either one will read the codes but they will turn on the fuel pumps for one second when you push the test button on the Innova 3145 Ford Code Reader.
Then nothing on the display, the zeros disappeared.
If I put the PCM on the bench with the PCM tester both Innova 3145 will read the codes with no problem.
Now if put my Actron Scanner CP9190 on the truck it will read the codes in the high speed data mode
most of the time but the engine will die when the test tries to change the engine RPM in the EOER test.

KOEO is engine off right? (key on engine off)
and KOER is engine running right?
Those are the two tests
Yours processor is outputting codes and you have PIDS displayed.
Work with the codes you have now if you have drivability problems
It needs to be warmed up to operating temp before checking codes or you will have a few that are erroneous
Same as with the cannot control idle speed
That is possibly temp related but might also have an intake leak
I think a NGS Ford scan tool would run both the KOEO and KOER tests on yours normally

The KOER is the engine running, key on self-test.
Do not recall using the OP terminology but is should mean the poster that started the thread.
INNOVA has a good help line. I have spoken with them in the past. Good friendly service with actual techs. They surely don't know what is going on with the truck but they may be able to tell you what is causing theirs to not work which could give you a clue. ???
