***C6***HELP PLEASE

Son rebuilt a C6 in a 1987 Ford E350 motorhome for someone else.
put all back together .....

will NOT engage in any gear or doesn't appear to engage in any gear...

*******BUT********
If he removes the line from the vacuum modulator then it will engage and move a little bit but only at high rpm.

he made new transmission lines...

Could this be an air in line issue? He didn't do any air bleeding to this point.

Thx in advance for any and all thoughts/replies on this.

No, it isn't an air in a line problem. A transmission does not need to be bled. The problem is a bad seal, or a mis-seated torque converter, or a mis-assembled valve body, or something else making a large internal leak.

Getting it to partially engage at high RPM has destroyed a clutch. Take it out, it needs to be rebuilt.
