What is "point gap .017 (ignored the fuel tank emissions)" did you mean plug gap and ignore?
If so then it is too small as it should be think .34 or so.
Bump the timing up to 10 to 12 BTDC
That should bring the vacuum up some as 17 is a little low for a stock motor in good shape.
If you found and fixed the vacuum leak you will need to readjust the carb mixture screws.
It states everywhere to set the point gap in the dist. to .017, or if the fuel tank has emissions to .021. But everyone here states .017, so I ignored the emission tank setup. The timing was bumped around 7 degrees to 10.. it ran better at the lower numbers.
As of right now when the truck is first warmed up the idle is around 750-800. But after the engine runs for awhile and gets hot, the idle drops to 650ish. My problem now is figuring out why the idle drops after the engine is hot. It seems to continue to decrease in idle and when put into gear, has time of stall out.
I have yet to swap the valve cover gaskets, but I don't feel that is the issue here.
You may have a vacuum leak , or vacuum advance diaphragm may be going out or have a crack . Things expand when warm & hot.......... Electrical , rubber , metal..........my mouth
