Looks like it was held on with a rivet, and the rivet broke? If so, put it back on. Either with another rivet or with a small bolt. You may have to disassemble the tailgate to get to its home though...
Use a vise or an arbor press to straighten the metal latch, install a new rivet or a suitable bolt / fastener and, most of all, tell whomever is abusing the step to stop doing it.

Didn't narrow it down much. Was that for the step release button?
If you can get to wherever it came from, I would think it shouldn't be too difficult to straighten it out and rivet it back into place. Or replace with stainless hardware.
The red arrow points to the rivet that was there. Small nut and bolt would take of it possibly but not tight. There is a spring connected to it. Undo the 2 t30 bolts might help with repair. Doesn't look that difficult and much cheaper than $700 - $1200.

I agree with the nut and bolt but this is a pivot point and it needs to be somewhat loose, I would put a SS washer on each side and use a nut with the nylon locking in the top end of it. This will stop it from falling g out every 10 times you use it.
