Bought a '19 F250, did not have a brake controller. I want the OEM one but am being told it is not compatible with my vin. I have the cutout in the dash and the pigtail is behind it. What does this mean?
What trim is the truck? Unless it’s super bare bones XL it probably had it originally. I thought all the newer SDs came with it standard. If it didn’t then the VIN might show that. They dealer parts departments always want to use your VIN to order stuff, doesn’t mean you can’t add or change things just have to order them independently or use a VIN from something else.
Should be plug and play. I added one to a ‘15 F-150 that didn’t come with it. Bought it from the parts counter and had the dealer install it when I bought the truck new. They charged me 30 minutes to install it and program it to the truck. That truck did have tow package but no controller.

That is partially correct, they are plug and play in a sense, currently your truck (that VIN/ECM) will not recognize it. It could be done with froescan or a trip to dealer.
My '17 xl was on the lot without a controller. One of my conditions for purchase was that the dealer install the factory controller. They were motivated.

Yes it's an XL, single cab 2wd, ect. Does have factory looking hitch.
Talking with a guy on another forum, the base trucks may not have the pressure sensor to run the factory controller.
There are two addresses in the IPC module that FORSCAN can access to enable the TBC. These are the settings from the F-150:
Trailer Brake Control Module Enabled: IPC 720-07-01 xxxx x*xx xxxx If your as-built is 0, use 8. if your as-built is 6, use E
Trailer Brake Controller Gain Setting Enabled: IPC 720-04-01 xx4x xxxx xxxx
Note the F-150 does not appear to have a separate TBC module at address 757 like the Super Duty does. Might be worth a message to ZooDad to see if he has any info.
