The manual lever on that transmission appears to have two arms on it so whatever vehicle it came from had a locking steering column. ND probably knows what year they started doing that. I'm pretty sure 1971 was the last year for FE's in cars.

No locking steering columns on F100/350, Bronco & Econoline until 1980.

According to, Wikipedia

Ford introduced the locking steering column for cars in 1970. That would make it a 1970 or 71 engine..
