the modem in the truck is how the truck communicates with ford, (ford pass) maybe they will use something else to communicate for this program, I don't know. makes sense to use the system they already have though.
Why is this even a concern? Start your own motor company and offer financing on your vehicles. See how fast you want to crack skulls when people owe you money on a contract they agreed too. You'll think this is a great idea when you're the one owed.

Ehh, pay your note, keep driving your vehicle. Not too hard to comprehend. Used car lots have been using recovery modules in this fashion for decades. Every month you pay your note they give you a new code to enter into the module with a remote fob. Vehicle unlocked for another month. Pay off the vehicle they give you a kill code that turns the module off completely, they don't even bother to remove the module as it's not cost effective.
Used primarily at those buy here pay here lots but I'm sure they're in wider use by now. I've installed a few of them over the years.
Concern is the technology. There’s always some evil SOB behind “the button”. When the day comes, and it will, that they limit travel distance for ICE vehicles and/or ban them outright, this technology will be used to enforce it.
That could be on the horizon. Or how about them turning your smart thermostat up (or down) to "save the climate"? If that ever happens, my smart thermostats will not be smart anymore.
All cars but one I owned, I paid cash. The one I had on credit, I paid off early. My point: lenders won't bother me. and I'm all for repos on folks that don't pay.
But I don't want anyone else having access to my vehicle. Period! Not loan officers, manufacturers, the government, or anyone else. I want a dumb house, an old phone and computer nobody wants to hack, and the ability to repair my own stuff.
John Deere tractors have had this technology, worldwide for some time. When Russia invaded Ukraine they hauled all the new JD tractors back to Russia. While in transit JD remotely shut down the tractors via satellite. Tractors had to be physically removed from the transports.
I have no issue with this. I will have an issue when the Government pulls the plug.
