Passenger front frame rail, I'm guessing it may be related to emissions for the fuel vapor. Looks to have rails for some sort of fluid or gas.

If you financed your truck, could it be a tracking device? You know ... just in case they need to repo.

I'm no expert, but I'd think those would be a dark color not some peacock blue.

I'm no expert either, and I obviously failed at trying to be funny with my post. They have other means to locate a wanted truck.
