It's not anything temporary because the frame was punched for its placement.

Maybe. It's hard to tell from the pic if it's inset in the frame.

It's an electrical connector. Probably got pulled off a harness somewhere, I bet it's just wedged in there. The 2 holes would have wires going in, you can see the sealing washers in there. It's hard to tell but the locking clip side seems to be against the spring bracket. I doubt it was a spare..so I'd be wary of that truck.
