i gotta 96 f250 with a 7.5l gas 2 wheel drive truck...when i get on the freeway i get up to speed then my o\d light on my shifter starts to blink..if i kill the motor then restat it the light goes off..seems to happen when im doing a constant speed then slow down. any ideas...could it b a sensor or something worse. when it does go on..sometimes on the offramp when ive gotten off the freeway it shifts really hard into 2nd and 3rd gear

Even with no check engine light there can be codes. Last time my OD light was blinking my computer was fried but it ran terrible and was consistent so likely not your issue.
You are going to need to read the codes to fix this. To read the codes you need to determine if the truck is OBDI or OBDII. Saying it is OBD is meaningless.
If there is a connector under the driver's side dash to read the codes it is OBDII. If the connector is under the hood it is OBDI. www.troublecodes.net/ford can help you find the connector.
