Can the EBPV fail closed (via the hydraulic cylinder/actuator)?

My son is having some boost and power problems. I'm curious if the EBPV can fail closed? The plug to the actuator is disconnected but I still wonder about it. Can these fail in the closed position?

yes they can fail and close even when electrical is removed

wired mine open years ago for this reason
