Wipers not working correctly

When I have my intermittent wipers on, the wipers move a few inches and then stop in place. Then when I turn the wiper switch up a notch (faster) the wipers move another few inches then stop..up another notch and again moves a few more inches before stopping. The wipers will only work correctly when tuned on as fast as they go, which is driving me crazy. Could the turn signal switch be the culprit?

normally that is caused by a bad delay module which is plugged into the wiring between wiper switch and wiper motor.
