I am assuming that is your vacuum tee (tree) and those are indeed vacuum lines
Basically
1 will go inside for the HVAC (goes to the vacuum mode switch)
1 should go to a vacuum canister on the fender apron somewhere
1 goes to the intake manifold for supply vacuum
You need a correct VECI for your truck which was once on the radiator support, to be absolutely sure
