01 powerstroke starts with IPR unplugged

This group has been a ton of help getting this new to me truck up and running. She still seems to lack power and fails cylinders 3 and 8 on contribution test. From my understanding that may be a cps, I've got a new oem coming today. My other issue is that the truck will fire up with the IPR unplugged. From my rudimentary knowledge of the system and what I've read, this shouldn't be possible unless the ipr is sticking. Would I be correct is assuming that needs replacement?

The pcm will use a default value. But others smarter than me will be along to help.

if IPR connector removed and still running. I bet ICP is at max PSI

I dont think your IPR has an edge filter like my 95 does. i thinks its in the HPOP and has to be done on bench or ball drops into the pump
