The wiper switch looks aftermarket as well. You could run a 12v jumper wire to the pump for starters to see if it's still good. Then work your way back through switches and fuses.
That aftermarket pump dose it have 2 wires going to it and 1 of them to a good ground?
I would then take a test light and see if you have power to the other wire when you use either switch.
As a guess that switch under the dash is a pump switch with a new wire to the pump but where did they get power from?
And you would still need to turn the factory **** for the wipers to move.
Could the push of the factory **** be blocked by that bolt holding the **** on hitting the dash?

During the rebuild of our '85, our original tank was cracked. Since we were using a Grand Marquis (same as Crown Vic) as a donor, we had all of the parts left over. The tank from the donor is a perfect fit on the inner fender and we wired back to the pump to the factory truck switch. If memory serves, we used a factory hole and drilled another with a nutsert to mount.
