Ford c6 460 trans issues

Hello all I’m stumped lol and new to this. I have a 77 Ford with a 460 and c6 all mated up with atf. I know it’s got a vacuum module. I was Trying to test it to see if it would go into gear. It did not move except in reverse with a bunch of rpm. Now here’s my question. The c6 is new to me a.did I buy a bad c6. Or do I need to hook up vacuum and try again?

Is this the transmission you swapped in, replacing the T18?

yes it is. Finally had enough to bite the bullet on a c6. But got it used. Prior owner had it rebuilt by jasper. But I don’t know nearly as much about autos as manual’s.

Is it low on ATF? Is the internal filter in place?

The trans will engage in gear with or without vacuum attached. It won't upshift right, but it will go into gear.
