During first 10 minutes of cranking the truck surges, lunges while stopped, idles poorly, has a general loss of power.
After it warms up for 10 minutes the problems totally stops and the truck drives great.
I finally got a code obd1 172-Lean 02 Sensor, but it only throws the code if I’ve been driving for a while and on the interstate. My thought is it is a fuel issue, below are the numbers, both tanks gave very close numbers within 1psi:

with Vac line pulled-40
truck has been running for 10 and warmed up

Truck is a 1997 Fordf250HD 351 Windsor. Does this every time, not intermittently.
Why would there be such a difference in pressure based on truck running for 10 minutes. Any help is appreciated.
Pull your vacuum line off the FPR after turning the key on and off several time to prime the pumps. When you pull the line, if you see or smell fuel your FPR may be at fault.

tried this, no smell and no gas. Will try the fuse.
Check for vacuum leaks very carefully, especially at the pcv valve, vacuum reservoir, and brake booster connection. I bet you're gunna find a split hose. How is your EGR and smog pump system? You can use a mighty-vac pump to check the operations of the valves and make sure they're not stuck wide open.
