As far as I know the 6.9s are all similar. The earlier blocks have been known to crack at the block heater. So, the later the better. 6.9s were never turbo from

Correct. Be aware that turbos are either manual or automatic transmission specific though. I recommend buying a new turbo kit vs. piecing one together. Check it out!

It was the first engine blocks that could have a problem around the freeze plug hole where the block heater fits
into. I could crack in that location if the BH was used. By 85 they had the block beefed up in that area.
There are/were a lot of 83/84 engines that never had the problem and some are still on the road.
87 was the last year of the 6.9 engine. The Glow plug controller was the first year for the solid state system, and the zd-9 plugs
Also the Rockers were up graded to the one`s used all the way thru the 7.3`s in 94.
But any 6.9 engine these parts can be swapped in.
The 6.9 engine can be turbo charged. It is recommended to use head Studs if going to increase the boost a whole lot.
I have been driving my 86 from 2014 with 192K, now up to 330K miles, and no Turbo.

The 6.9l is better in EVERY measurable way. 
The 6.2l and 6.5l Detroit diesels do use a Stanadyne Roosamaster IP. They are dogs to drive though, especially when installed in an up-armored Humvee.
