headlight relay not serviceable issues?

ok first off the vehicle is a 07 f350 super duty king cab 4wd king ranch 6.0 Powerstroke. one thing ford is good at is making their vehicle identifiers insanely long lol.
now the problem is someone had installed a cheap bi-xenon headlight setup in this vehicle and well I was fixing some other unrelated issues IPR etc. and had the truck running headlights on with automatic headlights and fogs. all of a sudden lost all lights except for the brake and turn signals.
so I checked the fuses both headlights were blown before I went any farther I thought hrmm this bi Xenon runs at like 85 volts I should check the ballasts. had a friend sitting in the truck and asked him to put it on manual headlights now while I asked him to do this I was checking the voltage at the connector for the bi-xenon well low beams showed good voltage but the high beam pulsing voltage back to the vehicle up to 46 volts with out the high beam even turned on. shut it all down removed the bi-xenon crap replaced fuses now still had no lights no voltage to any of the sockets. so I traced power from the headlight switch and up to the multi-function switch then going out of multi-function had nothing so I bought a new multi-function switch got some LEDs installed for the headlights and now have passenger side high and low only no running lights or drivers side light at all. I know these have built-in headlight relays in the interior fuse panel that is not serviceable. this is my uhh not-so-knowledgeable spot in automotive repair, the auto headlights come on well the passenger side comes on so I am assuming the sensor and control unit are operating? I have a feeling I am missing something obvious. no melted wiring anywhere in the headlight circuit or harness anywhere.
so I am at this point pretty certain that the fuse panel that was fried with that kind of voltage pulsing back threw the system that's why the multi-function wasn't letting any voltage to the lights. the pulse fried it. can the relays be bypassed by putting in regular relays in place of the non-serviceable relays?
or am I even at the right diagnosis? any help is greatly appreciated and if I missed a post in my search I do apologize I have seen anything in the posts similar to this. its been a huge money pit due to my own blunder of buying it with my emotions and not doing a full inspection it ran great at first lol then the problems happened ficm ipr pickup pump hpop glow plugs etc runs really nice now well besides the not being able to drive it at night due to no lights.

Ok, I know you've probably done this and I'm no real help, but I assume you checked power at the DS plug, then went back and checked the fuse, the fuse socket for power? I'm not sure but are the F150's similar in the lighting? Here's a video I found.

Yeah, they are similar until you get to the relay part the relays in the f350 are built into the fuse panel and are not serviceable IE you have to replace the whole fuse panel.I would love to have normal relays like the f150s would make my life infinitely easier trying to diagnose it. and firing the parts cannon just isn't something I enjoy doing. and thanks for that video I didnt see in the one I watched him mention the fuse for the running lights so my problem might just be a fuse number 6. well besides only having passenger headlights thats why I am suspiscious about the relay being blown in the fuse block cant swap out one when its not serviceable thanks ford.
