Monitor ICP sensor volts.
P0132B is a code related to the calibration from the recall 06E17 (part of the Inferred EBP strategy). It means that there is a problem with the VGT system.. P0132b will be set if the PCM determines that there is something wrong with what it learned for MAP and MAF as it relates to VGT duty cycle.
Could be: issues with turbocharger, MAF sensor, MAP sensor/hose, intake leaks, exhaust leaks, etc. Could also be related to the EGR system.
Still have an active EGR system? Verify that the EGR valve is not stuck open.
A new pigtail is best bought from a dealership IMO: part #5C3Z-12224-A
That said, I would inspect it before replacing it, but I know it is in a difficult to access area. I would also monitor the ICP sensor volts before replacing. for that you need a monitor. If you don;t have a monitor you need to get one.
ForScan is one of the best and cheap. $6 download (max) and an OBDII adapter can be obtained for as little as $40 - depending on the device you want to download to.
