It is wired to the brake light turn signal on what ever side the turn signal was flashing on. Most newer trucks have a separate wire somewhere on the truck to wire a third brake light to just so it doesn't do that. The installer was a little on the lazy side to wire it that way.
Are those even legal in the US under DOT regulations?
They have modules on the open market to make it hyper flash then remain solid after so many blinks and no it's not DOT approved. It is an attention getter to be sure. I think it got it's popularity beginning with motorcyclists and for good reason.

I hadn't considered that the brake light was wired to one side, instead thinking that the camper shell was deliberately wired to do that. (I only saw the left turn signal used.)

That is the one they normally use when it is done that way since it is closest to the wiring on the shell.
I have seen some BMW's and a lot of Motorcycles that use the flashers that does 3 or 4 flashes and then goes solid. You can get that flasher on Amazon and Ebay.
