Any applicable mods of note? Actually come to think of it at a minimum the wastegate has been altered I would guess. What else is going on under the hood?
There is a Super Chip in the PCM from the previous owner, Stock injectors, black fuel bowl spring, high pressure oil crossover, 6.0 transmission cooler, 4R100, brand new AFE Big Boost with Riffraff outer sock.
The previous owner tinkered with it a bit. It's got a 8-10" lift, all springs, 35" tires.
I don't have any personal experience w/ the Super Chip or the black spring, but considering tuning and higher flowing air intake I would say boost # sound about right. I still say someone's been playing w/ the wastegate.
Given all that unloaded I'd say 8# good. I typically see 4-6# rolling unloaded on the highway. But stock under load I'd expect to see max 15ish.
How are you measuring boost?
First most obvious issue would be leaking up pipes, if OEM. They wear out over time and 22 years is a long time. I was gonna say get some pics of the up pipes at the collector to look for soot but nah. If they are OEM don't even look, they are bad.
Bellowed uppies are the fix.

What indicates a wastegate modification?
Previous owner hammered the truck pretty hard, but it runs well. In late 2013 early 2014 #8 injector replaced, along with either up pipes or just their o-rings replaced, I don't remember. That old AFE filter has been cleaned and rotated back as a spare, a new one is in it's place now, two days.
Running on flat highway, unloaded, 65-70 mph I see perhaps 1-3 pounds boost. This is typical for me rolling unloaded on flat roads.
Look like the hoses are still hooked up to the wastegate solenoid. The factory red hose has been replaced but not uncommon for the hose ends to deteriorate w/ time. I would be surprised if the wastegate actuator rod hasn't been adjusted. It's a pretty common ”mod” and should have been like that from the factory. I know my E99 was gutless and had very little boost pressure before I started playing with the wastegate actuator.
Good place to start is new wastegate lines, make sure the vacuum signals are delivered to the wastegate. Pretty cheap too.
Naw, better to just delete them so the PCM can’t control it anymore. Wastegate has a spring as well so it will still function just be mechanically controlled.
I regularly pull a 30 ft 8.3K airstream around.. my boost when pulling and be 11-12 psi. this is OD off, RPM around 2200, speed 53 or so MPH, egt around 900 to 1100 deg, .. I have S@B intake, 4" turbo to tail with muffler, red line off wastegate, wastegate rod has head screwed in some 7-9 turn (so not a lot of wastegate) on a 60 HP tony wildman tow tune and a regular WW turbo wheel..
I just in doing a oil leak find,, back bolt on turbo was loose and i suggest you check your as it seem to be a commonish issue, creating a oil leak by the o rings on top of pedestal. so on turbo have installed the WW2 aka 4x4 so excited to see how that affects stuff..
also use the EBPV as engine brake on downhill and that is the deal..
My '02 is stock except for a 6637. It would top out at 16 psi no matter how hard I flogged it.
Disconnecting the line to the waste gate actuator took it up to about 19 psi.
Doing the "7-turn" mod on the waste gate rod got me up to about 21 psi, but that is the most I can get it to now, going uphill, pulling a travel trailer.
Around town, on flat ground, and even on the freeway with no load, the boost gauge barely moves.
