My info says it is for the 1990 ford 4.9 with automatic....but it does not specify for a E4OD........

No it won't. FWIW this is more about positively crossing off a potential problem, if we can eliminate possibilities with high certainty(no assumptions made) one at a time we will eventually figure out what is going on.
My '87 does not raise the idle speed when put in gear. It is a 4.9 that was originally equipped with a C6, and it has the same computer in it, even though it has an AOD in it now.
Just out of curiosity, what does your truck idle at in P? in D?

That is correct. The E4OD is a fully electronic transmission. You must have a compatible ECM.
No one needs to know this but I actually have a 96 with a 2 wire spout. a wire to the shorting bar disintegrated. I never got a code before, but it would have been barely making that circuit . I have a e4od so it will prob pep up>
