ebv not working?

i have a 99 psd and i was wondering if there was some way o could check the ebv valve to see if it is working? i have never heard mine work and i was in the 20's last night on start up. any suggestions

It is not all that noticable on my 01 but if you go by the tailpipe it will sound like someone stuck a potato up there. Not sure how long it takes to kick in. The high idle takes a couple of minutes.

well i have 4 inch exhaust so mine might sound a little diffrent. anyone have any suggestions?

I've had luck just giving time to let it kick in.. Have you tried just waiting a while? Like 3 min in some cases.

yes i let it idle the other day to let it warm up for around 15 to 20 mins and it still didnt come on . the temp on the top of the mtn was around 20 degrees and it sat all night and most of the day.
