For what it's worth. According to my interchange parts book. The only 428's that came with aluminum manifolds in 66 were Mercury's and it was the same manifold used on 427's at that time. Says C6AZ-9424-H.

Just for the fact not one of us have ever heard of such a truck ever being produced (special order or not) until now, I call it BS. Look at the big picture of it as well- if you're ordering a truck with a 428, does it make sense for the somewhat weaker 3 speed vs a Toploader or C6 and 3.0 rearend? Where's the ridiculous cherries and berries on the roof? No siren. No spot light. No CB antenna. Key details for an ACTUAL police vehicle from back then. None of it adds to me.
