The truck is missing both the TAD & TAB solenoids. I am going up to pick an pull over the weekend weather allowing.
Who ever removed the solenoids plugged the vacuum lines to the diverter valve into the source vacuum hose outlet for the solenoids. Both sides of the diverter valve has continuous vacuum. Is it ok to just plugged both lines at the source or will it be better to keep vacuum on 1 side of the diverter so it will do some good for emissions? The pump is still connected and working on the motor.
I see only 1 of the solenoids is still available from Ford. I wonder other than the plug difference is there any other difference between the TAD & TAB solenoids. I think from what I read the solenoids were used on many models so hoping to find them on a truck or car.
The solenoids hould not have continuous vacuum on them as that may put air where it's not supposed to be once the engine reaches operating temp.
Does the motor have any operating issues?

Yes and no to operating issues. It has been sitting 14 years. It is up an running but I am chasing a surging idle and a few other problems. I got an EGR valve that is not sealing tight and also EGR solenoid/EVP problem. Will be pulling the ECM and replacing the caps in it in next week or so.
The exhaust system leaking like a flour sifter. It has multiple leaks in pipe and muffler. There is 1 cat still under the truck I think the 4.9 6cyl only came with 1 Cat.. So I am planning on new exhaust from manifolds back. With a lot of parts being NLA from Ford.I am in the dilemma to delete everything and go without cats or if I can locate the parts and get the Thermactor back working keeping it intact.

On my 460, don't know if same as your 4.9, I deleted the entire thermactor/air pump assembly. Only required removing 1 vacuum line, and capping one of the tab/tad solenoids ports, and running a shorter belt. I did install an entire new exhaust system, with a universal cat, and kept egr system intact as well as O2 sensor. Absolutely, positively zero issues. No CEL, truck idles and runs smoothly. New exhaust systems nowadays really don't need the air pump, IMHO. I got new tab/tad solenoids from o'reilly, they are working fine.
Many might say to delete the egr. I would not. It does help the engine.
^^^ what AuroraGirl said. The above pictured catalytic converter is for an air injection system. If you delete air injection, get a universal converter. On my build I went with a universal magna flow, was about $100.
If you are dead set on rebuilding the thermactor/air injection system to stock, then you would need this converter.
