Wonder if map sensor could be bad or going bad? I have a old ts6 on mine with php tunes and on my cts 3 it would read up to 25psi before doing overboost. I have since added a boost fooler and a dual a pillar pod with a autometer mechanical boost gauge on top that matches stock gauges. And got a mount for the cts3 and mounted it in bottom hole for all other readings.

You can read 25psi because you’re using PHP tunes. The standard TS tunes lie to the PCM about boost(MAP) values.
Guys, it’s the tuner effecting his CTS Boost readings. I had the same situation with TS tunes. And mine will also read incorrectly on TW tunes. The PHP tunes read correct to my mechanical gauge until 25psi (which is the MAP sensor limit).
Not saying it isn’t a good idea to check for boost and exhaust drive pressure leaks because that’s always important to make sure things are sealed up well.
OP, you can ignore Boost (not a super important number) or get either a EAS kit and sensors for the CTS or add standalone gauges(mechanical or electrical). You can add all the stuff to the current CTS but it’s not cheap. Neither way is really.
My setup includes both CTS for PCM items along with EGT and stand alone A pillar gauges for fuel pressure and boost.

Makes sense. Sound like my setup is close to yours.
Honestly, I hardly ever look at my boost gauge.
I look at my trans temp during extended periods of towing at slow speed, maybe every 10 minutes.
I watch my EGT guage all the way up every hill and while accelerating, either underway or from a stop.
I look at coolant temp if I hear the fan kick into high gear.
