I have a 96 F150 4x4 Eddie Bauer and last year the clutch went out on it. I had it replaced with new clutch, slave, master cylinder, turned flywheel, everything. Then about 6 months into it it would start walking a bit when I started it, so I told the mechanic and he said that it may need bleed again so I did and it did get better but then it started to get hard to shift and walking more so I was bleeding it more and more but now it's out. The weird thing is that If I bleed it well it will take off in 1st then 2nd is all gone and 3rd it bogs the motor way down and won't go in. Also since it's a hydraulic clutch and the flywheel has been turned does that mean that they should have put shim plates in to make up for the material that was removed?

Depends on how much they took off. That seems like the opposite of the issue you should have from removing material. Either way, the folks over in the "1987 - 1996 F150 & Larger F-Series Trucks" forum will be the right folks to go to.
Your clutch is dragging. This could be due to a couple of issues:
1. You have a leak in the hydraulic system and it keeps getting air in it. It's possible one of the new parts is defective.
2. The splines on the input shaft are dry and/or rusty which is preventing the disc from sliding along the splines. Did you wire wheel the splines and lube with a light coat of high temp grease when you installed clutch?
I don't see it mentioned, but was the pilot bearing/bushing replaced? If the Input shaft is wobbling around in there like a wet noodle, that can cause issues like this as well.
