It is undeniably both. A couple weeks ago they ran out of brake lines and halted assembly. Talk about "commodities" lmfao

Just because it's not on Fords website doesn't mean squat. What actually matters is the published order guide. Prior to 4/1 you could order anything you wanted but there were some items that will hold up (slow) production if you didn't have patience. Of course the dealer will want you to not order constrained items so they can sell a truck faster and not have to listen to people whine about how slow it is or keep asking when is my truck being built 1000 time. Out of all of the known commodity issues, the tail gate step wasn't/hasn't been one of them. If it's not on the window sticker, it didn't get ordered and the dealer is just making an excuse as why it didn't get ordered if was asked for. All of this info is on web in one place or another and doesn't take that much time to find it.
I don’t know about the tailgate step, but there were reports here and there that even the dealers couldn’t add some add on commodities to new orders the closer it got to the April 1 order cut off. For example, I do remember seeing folks post that brake controllers couldn’t be added to XL trucks at a certain point, however I saw no mention that the XLT’s and above, which brake controllers came standard on, was being left off. Another was upfitter switches… So yes, it was originally in the order guide, but towards the end things changed, and no, some things couldn’t be ordered. It wasn’t a secret.

Higher trims obviously take much longer. And going to a high-volume dealer with a higher priority code seems to help as well.

This! If a dealer is telling you, "you can't order it" you are being lied to and they just don't want to deal with a truck that may take 8 months get. The order guide is the bible. It gets updated and I don't see where the brake controller is not available on an XL.
FWIW - The factory spray-in bedliner has always been a hold up because it's sent out to a 3rd party. It was an issue in 2017. I don't know why anyone would get a factory spray-in when you can get it done locally for the same money and takes one day. At least that's what I've done through my dealer over the years. .

The entire tailgate is different, and must be replaced in its entirety if added after after factory build.
The cost of the step tailgate is over $3000.00, and must be painted to match after delivery.
If it was not on the window sticker, and was not on the build sheet, then it was not ordered from Ford with the truck.
Hopefully you have it in writing that the dealer is going to supply the tailgate, or you are out several thousand dollars, and possibly a long wait if not available now.
You need to have a serious discussion with your dealer, something is fishy with the situation as you described it

The tailgate for the step has different structure on the inside to accommodate the additional weight distribution and the step.

Right about the spray in liner. And I was also reading at the time I was ordering... that the Linex prep work at Linex would result in a more durable liner.
I bought a heavy rubber mat to protect the bed until I could get into Linex. They did my bed while I waited. I still use the rubber mat over the Linex.
As for the OP and the step bumper.... Thats a drag. These trucks are higher than prior to 2017. I debated ordering it but I love it and use it constantly.
The idea the cost to replace the tailgate and have it painted at $3,000.00 is insane.
I would get it in writing for sure that they owe you the tailgate and how they are planning to make it right. They can off set that cost with resale of the non step tailgate.
From what I hear they are all worth thousands due to the camera electronics and that they are a hot commodity for thieves as a result.
I try to park nearly backed against a pole or something when my truck is going to sit un attended.....
I hope you get your step and its all perfect. I really like it and at 66... Hate to admit it but sometimes I already need it....
Picked up my new truck a couple of days ago and it has the same tailgate step and dancer's pole my 2017 F250 had. In addition it has a fold down step under the left bumper that says "Amp Research" on it. That was a surprise. I didn't order the thing, but perhaps it was a part of one of the accessory packages.
Edited to add: I looked at the Monroney Label for the truck and I got the tailgate step as part of the "Lariat Ultimate Package". I got the bed step for $330 in error thinking I was ordering the tailgate step. I guess it'll be going on E-bay.
the fold out tailgate step is kind of overrated. I use it, but its often blocked if you're loading something on a pallet ect. If I didn't have the tailgate step, the stowable amp bed step would be my second choice and is arguably more useful as its not blocked if you are loading something big.
