Strange wiring gremlin / starting issue

Hi y'all I've tried looking this up but so far have not come across anything. I have a 2005 f150 6.5ft fx4. Anyway, I parked the truck a few weeks ago. When I went back out to start the truck yesterday it didn't want to start, so I removed the battery and full changed it. Then I went and plugged it back in and all of a sudden the intenal hvac fan turned on. I went to go and start the truck and when I turned the keys to the run position the fan turned off, headlights worked and fuel pump primed, but no radio, or dash lights. The cluster also seemed to stay off. If you put the key to start position nothing happens. Then as you bring the key back to the off position the fan turns back on and a relay under the steering wheel clicks really fast for about 10 seconds. I believe its the headlight relay. Also the dome lights dont work at all. I did a volatge drop test on most of the grounds and all seems good. I also checked all the fuses and those seem good as well. Prior to this point the truck started and ran fine with no issues.

Pull the kick panels and inspect your grounds for loose or corroded connections or body rot.

That battery may not be good . Try a known good battery

Pulled off kick panels and cleaned up all the grounds I could spot and still the same deal.

replaced the batthey with one from another car that is only a few years old and same issue still.
