I would install a new Motorcraft IPR before investing in injectors. Best case it fixes you problem, worst case you now have a spare. A new LPOP might not be a bad idea either.
I have tried an alternative IPR and it did the same thing so it doesn’t make me think IPR especially since it’s making 3,800psi deadheaded
So hpop seems good. Have you deadheaded each head individually yet? My guess is injector oring issues, may have some minor leaking starting. Or just tired injectors

That is what I am thinking now. Since I replaced the external o rings and it didn't change the results im suspecting internal injector o rings. If I have the injectors hooked up and unplug them to prevent them from firing then I get 2300psi through the ICP gauge. I know the guage will read higher as I can make it read 2800 by letting off on the throttle some at times.

No change in number after replacing the o rings. It did make fuel pressure more stable around 62-64psi as the lower o rings were shot on the injectors. Still seems to be lacking power and has same readings on numbers.
Alright did a bunch of testing tonight. I forgot all my testing before was in 1023's custom tunes on the Cummins killer tune. Now I am leaning towards my hpop just not being able to stay caught up to the tune. So heres the test in stock tune
After all this I think my hpop is getting worn out and can't keep up with the tunes. It might make pressure at idle and the deadhead test but I think the flow is lacking and it shows in the high power tunes. THe idle sounds clean and no vibrations which makes me lean away from injectors. What do you guys think?
Pulled out my old android phone and ran a contribution test and buzz test. Buzz tested sounded fine but it through a code for cylinder 3 and 8 and also injector high side open bank 1 and 2. Now it sounds injector related.....I know 8 can be always happen due to the LL injector but 3 is unsual I think.
My truck had cylinder 3 and 8 codes on the CCT before my injectors were replaced 15k ago. It still throws the same codes most of the time on the CCT. I wouldn't make any decisions based solely on those CCT results.

Hmm ok. I do have a HPOP off my old engine that still seemed to work fine but the cylinders were worn out. I could try using that hpop on this engine and that will give me an idea about HPOP or injectors.
