2000 F250 DASH issues

I bought this 2000 f250 and the truck runs good. Has the 5.4/auto but has dash problems. Nothing in the dash works. A couple idiot lights come on but no gauges, tach or speedo. I checked all fuses and found 1 5amp fuse blown(inside fuse box). I replaced it and the ding ding ding started dinging and the ABS light came on. I turned the truck off and the dash idiot lights stayed on. So I removed that 5amp fuse. Lot of weird stuff. Someone has had the ignition apart in this truck. It's hard to shift from park and sometimes wont start in park. there's extra ignition parts all over the seat, when I bought it. And I found a small harness with 4 wires, RED, WHITE, BLUE, BLACK , cut off under the steering column. Anybody know what/where that harness is for??? I'm telling you......some people should not be allowed to have tools. The truck drives ok , I just cant live with this, the way it is. I have to figure this out.

I'd verify every single fuse. And check grounds... especially the battery. I've fixed so many electrical issues with these trucks with missing or blown fuses.

Also windshield leaks are common...mine corroded out the GEM module and caused tons of havoc.

Check the wiring that comes out of the shifter lever.
