89 F150 codes question, please

1989 F150 I6 having problems starting. When key is turned, both intank low press. pump and frame mounted high press. pump continue to run, no start. Ran codes on engine and had 67, 67, than a pause, then single flash, pause, and 15, 15. Would someone please give me a little more insight as to what these are. I see what the book says but was hoping someone could explain a little further. I think the PCM might be acting up. Thanks for any replies!

Here is a link on the codes. And here is a 15 and 67 from the link.

15 (O) No Keep Alive Memory power to PCM pin 1 or bad PCM (Memory Test Failure)
(M) KAM (pin 1) was interrupted (was battery disconnected ?)

67 Park/Neutral circuit fault - PNP
Transmission Manual Lever Position (MLP) sensor circuit - Transmissions
(M) Intermittent Park Neutral Position (PNP) sensor fault - PNP

Just guessing, but it could be sticking fuel pump relay. Mine was staying on when ignition off and I replaced it, problem solved. Or it could be a wiring problem or ecm problem as the codes indicate. If you have a Haynes manual, it will have the wiring schematic for the relay. Check when the pump is running and see if the input from the computer has power . It should only energize for a few seconds when the ignition is turned on. If the input is staying on, it is probably a computer problem. Did I confuse you yet?

broncobasher, Thanks for the reply. Yes, the battery has been disconnected several times in the last week, while working on this problem(charging battery, working on fuel system, etc...)Can I still get any usable codes even though I can't warm engine up, and having disconnected the battery? I've got a brand new relay installed, new high pressure pump, regulator, filter, checked rear tank l.p. pump, fuel pressure good, etc. Will check input to relay tommorrow( have Haynes manual) Know how much a new EEC-IV costs for this truck? Not confused yet!!! Thanks!!

New eec-iv is about $250 at ford dealer. You can get it for like $180 on fordparts.com (I think that is where I saw it). Autozone, Napa, Advance, Bumper to bumper all sale a refurbed one from $90-120.
There are also several companies you can find on line that rebuild them. I got one from this company
SIA Electronics. apparently their webpage is down, I can not get it to come up. But here is there numbers.

They will test yours for about $30, if it is bad they will waive that fee and repair yours or send you a refurbed one for about $90. That is what I did and it works fine. Mine had gotten wet before I bought it and had some bad grounds internally.
