I have a 09 Navigator that started having braking issues. Brake light, abs, and traction control lights cam on simultaneously and the brakes seemed to grab on their own, stoping the vehicle prematurely when you took your foot off the gas. And when stopped at an intersection for example, you take your foot off the brake pedal and the truck doesn’t move 10-15 seconds. Cleaned the callipers, and lubricated the sliders but I still notice the grabbing when starting off at an intersection.
second brake issue is the vacuum lines that come off the brake booster check valve. The bigger line going to the engine is fine, but there is a smaller hard plastic line that was so brittle that it cracked. The dealer said they don’t carry it anymore. Does anyone know what this tiny plastic line is for and is there a replacement part? Where can I get one?

I have an 07 Navigator which is different than your 09. Mine has a big vacuum hose and electrical connection to a sensor inside the booster. The sensor belongs to the anti-roll over system. I suspect your small vacuum line is a connection to your anti-rollover system.
I had a problem with both front brakes locking up after I touched the brake pedal. There were no trouble codes.
If I opened a caliper bleeder valve the oil pressure was released and the wheels would spin freely. Also if I loosened the master cylinder mounting bolts a turn or so the wheels would spin freely.
I solved the problem with a new power brake booster.
Your system has gone whacky and may have more than one problem. You may have to solve one problem at a time.
I suggest you fix that small vacuum line first.
