2003 7.3 shocks and icp
So I had my check engine light come on and started idleing rough, got a flash scanner and it said the icp, so I replaced it but not the pigtail or wires and ran better but the light was still on and the scanner said it was the circuit so I changed the pigtail and wired it up with new wires deleted the codes then it came right back on, what am I missing? Also need new shocks, I tow/ haul wood on a trailer or in the bed of the truck a few times a month, what are my best shock options? Mainly drive it around town.

Do not know what flash scanner is so I will start with FORScan is pretty much the standard. Most store bought even internet bought readers do not do justice to our trucks. Get FORScan and follow the directions on the proper OBD II reader. Pull the codes and give the codes to us.
Where did you get the ICP?? Only use Navistar or Motorcraft form a known source. Fleebay, Cramazon, and the corner part store are not your friend when it comes to your truck. There are some good internet sources for parts but not many. Go to your Ford shop or maybe Riffraff, Strictly Diesel, and Diesel O-rings are other good sources to use. Look into some of the site sponsors as well. They would not be here if we did not trust them.
The ICP and IPR can be misleading sometimes to proper tools will help. How is the truck running? Any symptoms other than the light? Miles? Hate to say this but will.... When was the last proper oil change with proper supplies?
Oil may not throw a code but it does cause issues.
How are the battery and battery connections including the grounds on the block? This in itself can and will cause all sorts of gremlins in the system. Check often even if nothing looks bad.

For shocks, I have had experience with Rancho rs9000 adjustable, and KYB monotubes. Both are good options. Bilstein 4600/5100 series are also highly recommended.
What are the specific codes you are getting?
As Jimmy mentioned, recommend FORScan to read codes, watch engine parameters and run self tests. Might need to take a drive and log some data in order to see the issue. How-to thread below:
