The prosecutor's office wanted a guaranteed result. The plea agreement got them the guaranteed result, but at the cost of the death penalty. Had the prosecutor's office persued the death penalty Ridgway would have insisted on a trial. No trial, no matter how good the prosectution's case, has a guaranteed result.
And in it's current form the death penalty is pointless. It's likely that Ridgway would have been in prison for 15 - 25 years before his excecution. What's the point in that, justice delayed is justice denied.
