Boost issue
I have an 02 250 7.3 sct hand held tuner I have stock turbo with whicked wheel and an 4 inch exhuast when I go wide open it read negative on my scan gauge and feels like it’s power is falling off happens around 22 pounds then it goes to negative 14 but my auto meter gauge is reading about 23 from what I can tell becouse it bounces rapidly around then

Just a guess, but I'd say you might have a bad boost pressure sensor. Over 22 PSI the sensor is telling the controller you're suddenly at -14 PSI, so the controller is reducing your fuel to match.
But, I'm no expert, so please let others give their opinions before you replace anything.

^I agree with "not an expert" Sounds like the expert solution to me.
You have a mechanical gauge that shows an increase in boost from 22psi to 23psi (i.e. Normal) but you're choosing to trust the 20 year old sensor that says that you're going from 22psi immediately down to 14psi of vacuum?
