just because the inspectors dont look or do a prescribed test does not mean its not required by law.
I mean its literally the first google search result, not hard to find.
dont know where you are in texas, but emissions systems being installed are "inspectable" items at the annual check. whether or not they actually look is another thing altogether. and each county does have right to do actual tailpipe checks and OBD scans. but again its hit or miss.

I never stated diesels get the emissions tests done, nope not one word. BUT they are INSPECTABLE and shall be ensured they are installed and whether or not a county does a tail pipe test is up to that county if they want to start doing them. LOOKING AT THEM AND STUFFING TAILPIPE are 2 completely different actions
however, like i stated SOME counties are/can do emissions testing on vehicles with odb and can stuff a tailpipe, .. tceq controls it.

You can’t fail a test you’re not given. The links you provided cover gassers, diesel are still exempt.
It’s okay dude, everyone’s wrong once in awhile. And it might all change tomorrow, but right now diesels are exempt from emissions testing ( which includes the inspection portion) in Texas.

all vehicles with factory installed emissions "STUFF" are subject to inspection ( I.E. dpf, scr, cats, fuel caps , etc anything for emissions on either fueled engines) to make sure the "Stuff" is still there, it could be visual, as is most cases. i did not say; but i see how you thought it was implied, that diesels get active emissions tests, whether its odb, or sampling tail pipe. that was never stated.
you can still fail an annual inspection if the tech actually looks under the truck and tries to put his or her eyes on emissions stuff. if its not there, you can be failed. key word CAN BE. round here, techs never look under the hood or the chassis.
so its ok . we can move on.
current oil burners under 13k gvwr are exempt from tail pipe checks, but NOT from visual inspections. in fact over 13k gvwr you get screwed in additional reg fees and other TAXES
if you read the teqc website that lists all the counties doing the OBD and emissions tests on GAS vehicles, they are all infected heavily with transplanted CA, OR and WA people. Rockwall (little sacramento) is the worse.
yes you are correct the tail pipe emissions sampling is probably nearer than we think, along with rollers and loaded tests like they did in florida 1990s to early 2000s
once we move to full renewable diesel fuel then we can get EPA out of the scr and dpf game
and of course IF you return your supposed to go get an inspection.
but hmmm i know many, me included who never get the inspection once we "return" its a 10 dollar fine if you get stopped and a cop sees its not done, which is waived if you get an inspection before the ticket due date
which is great as i hate getting the safety inspection on the bus, as i never ever let some dipstick tech drive the bus to test the brakes
